Laser Pointers and Aircraft

I see the US government is enacting law to stop people pointing laser pointers at aircraft. The Bill has passed the House of Representatives:

Why not have one general rule.
"If you do something stupid then you will pay the price!"

But I guess they have to spell out exactly what "stupid" is in a myriad of ways because the stupid people won't think there's anything wrong with acting like a numpty........
